Article I. Introduction
Outreach Academy Charter School requests that your company make a proposal for your
services on Outreach Academy. The following proposal request will outline the project
goals and detail the format you should submit your proposal. Please read the timeline
carefully. In order for your proposal to be considered, your proposal must meet our
deadlines included in the timeline under Section 2.02.
Section 1.01 Location and Sponsor
Your bid is for operation on Outreach Academy located at 71 Galveston Rd, Victoria,
Texas, 77903.
Section 1.02 Management
Sam Phillips will be managing this project. He will be on location during the project.
Mr. Phillips will be responsible for the project's timely completion.

Article II. The Project
The purpose of this project is to upgrade the Outreach Academy Charter
Schools' infrasture to acheive a Gigabit Ethernet system.
Section 2.01 Mission Mission
Currently, the district has an infrastructure in place with the Internet provided by a
cable signal. The Academy has a web server that serves our LAN, which does not
allow dial-up connections.
The current phone system provides every classroom and office access to an outside line
and intercom system.
The Academy is evaluating the current phone system and attempting to determine its
capability of providing telecommunication services to meet the future needs of the campus.
The Academy is currently contracted with Sudden Link of Victoria to provide Internet
access. The district will continue to purchase bandwidth from an ISP, based on actual
usage and need. The connection with Sudden Link has a bandwidth of 8MBPS download and 1MBPS upload.
The Academy has implemented a campus-wide LAN, which connects the Main Facility to
the Pre-K Facility and each of the classroom modular buildings. In each of these facilities,
network and Internet services are brought to the classroom through a combination of
network drops, switches, 100 Mb hardware and a wireless bridge system.
A television, VCR, overhead projector, telephone/intercom system and networked laser
jet printer are located in each classroom. Elmo(s) and computer projectors are available
for classroom checkout. In addition, a networked computer lab is located in each Facility
maintained by one (1) shared full-time computer lab facilitator.
Section 2.02 Project Specifications
By the end of this project we hope to achieve the following Gigabit Ethernet system
upgrade: Vendors are required to do a walk through the Outreach Academy Campus with
Sam Phillips (361/220-2021) during the 28 day Form 470 window to formulate the
specifics of what is needed from the Project Specifications.
Wiring - need wiring upgrade; rewire entire district; should include all cabling, connectors,
faceplates, conduit, raceway and equipment to support the installation;
Routers - upgrade and/or replace to support the district network upgrades;
Switches - upgrade and/or replace to support the district network drop count;
Servers - need one (1) print server & one (1) file server. The servers will require a minimum of 250GB hard disk space and a gigabit ethernet controller;
VoIP System - needed for entire district; Wireless infrastructure (WiFi) -needed for wireless internet access - should include all cabling, connectors, faceplates, conduit, raceway and equipment to support the installation of system;
Cable & Wiring - CAT6 cabling or better. All existing cabling removed and replaced along with new drop list to be provided during walk through visit;
NIC cards - need about 75 wireless cards;
Firewall - need 1 for district;
UPS System - needed for all switches & routers, servers and all other equipment &
components installed for our systems;
Racks & Cabinets - needed for location on campus to house equipment.

Section 2.03 Contractor Requirements
Should your proposal be accepted, we expect you to contribute the following to the
project:
the proposal submissions to include a contractor summary of their business, capabilities
and methodology for completing the project, expected results, executives, staffing, and
management required for completion, communication details, equipment needed, expense
breakdown, expense summary, details of licensing and bonding if they have any, insurance
details, and references.
Section 2.04 Timeline
In order to complete our mission, we have set the following timetable. This timetable is
subject to change by the managers of this project.

Article III. The Proposal
Section 3.01 Summary of Proposal
(a) Expectations
Contracts will be awarded based on the information presented in the proposals received.
We will award contracts based on the proposal expected to be the most beneficial to our
project based on a variety of factors. Outreach Academy Charter School reserves the
right to award more than one contract, accept the lowest price offer, award contracts
before the proposal deadline listed in the timeline, award contracts before all proposals are
received, and refuse any contract without obligation to Outreach Academy Charter School
or to the company offering the proposal.
(b) Proposal Deadline
All proposals must be submitted to Outreach Academy Charter School by 02/09/2010 to
be considered for their contribution to Outreach Academy.
(c) Selection Criteria
All offers submitted will be considered based upon the materials provided in the proposal.
Consideration will be given to performance projections as well as cost and staff
requirements. Only those proposals submitted by the deadline above will be considered.
The following criteria will be the primary considerations for selecting a proposal:
1. Overall cost of the proposal.
2. The perceived effectiveness of the proposal's solution for Outreach Academy Charter
School's stated mission.
3. The perceived ability for the proposing company's ability to deliver their services set
forth in their proposal.
4. The proposing company's past performance in delivering such services.
5. Availability of sufficient high quality personnel with the required skills for the specific
approach proposed.
6. Submission of all proposals in the correct format by the stated deadline.
Outreach Academy Charter School may suspend or discontinue proposals at any time
without notice or obligation to the company that submitted the proposal.
(e) Proposal Format: Outreach Academy Charter School suggests that you include the
following information in your proposal. Proposals should adequately address the details of
the proposed contract.

Section 3.02 Proposal Details
(a) Contractor Summary
Include a brief history of your company including your past experience in dealing with
similar projects. Also include the owners' names or those persons authorized to sign
contracts for your business.
(b) Capabilities and Methodology
Detail your company's capabilities in delivering the requests in this proposal. You should
use this section to outline specifically your proposed method for achieving your goal. This
should include a detailed timeline of milestones for completing the project.
(c) Expected Results
Use this section to summarize the expected results of your methodology listed above. This
should include a summary of your timeline for completing the project.
(d) Executives, Staffing, and Management
List the high level executives or officers in charge of completing the project and a summary
of their background. You should also use this section to list the projected staffing and
management necessities and their estimated cost. Specify how you will obtain the staff to
complete the project.
(e) Communication
Explain how you intend to communicate between executives, management, and staff in
addition to how you will communicate to the project manager to ensure the project stays
on schedule.
(f) Equipment
Detail the equipment necessities as well as their estimated cost. If you will need additional
services or space from Outreach Academy Charter School you should list those
requirements here with a brief explanation.
(g) Expense Breakdown
Build a detailed list of all expected expenses to include breaking out the non-ERate eligible expenses.
(h) Expense Summary
Give a brief summary of the total costs for your proposed contract. You may also include
a brief explanation of the contributing costs to the total cost.
(i) Licensing and Bonding
If applicable, include the details of your licenses and bonds for the services you are
proposing. If possible, enclose proof of your licenses and bonds.
(j) Insurance
If applicable, provide the details of insurance your company will provide for your staff and
the project.
(k) References
Provide 2 references for similar past projects.
